List mail templates

/api/notifications/mail/list

This endpoint returns the templates that can be active: the ones active in their base configuration, plus the ones inactive in the base configuration that at least one brand activates through its own setting. The result is therefore a set of candidates, not a set of templates guaranteed to be sent. There is no related entity in this request, so the brand that decides the final state cannot be resolved here: a candidate is confirmed or rejected when it is sent, once the brand of the related entity is known. Each template includes its configuration and content.
